The Governor of West Java reinforced the Regent's opinion by pointing to several articles from the July and August editions of Soewara Moeslim magazine. The semi-monthly magazine included articles entitled "Indonesia Iboe Kita," "Islam and International Politics," and "Kiesman," which essentially inspired the Indonesian people to fight for their destiny and their homeland. According to the Governor, this clearly demonstrated All's involvement in political issues, given that the magazine was published by All. (41)
He further added that the restrictions on meetings for
the Pl and PNI had actually increased All's membership, leading to concerns
that All would take over the activities of both organizations. Therefore, he
agreed with the Regent of Sukabumi that KHA Ahmad Sanusi's detention in Batavia
should be maintained.
If he were allowed to return to Sukabumi, it was
highly likely that the leaders of the PNI and PNI Baru would use the kyai's
influence for their own propaganda purposes. (42) The Director of Binnenlands
Bestuur conveyed the same tone in a letter dated 24 October 1933 to the
Governor General. (43)
However, this proposal later changed, especially after
Gobee, in his letter dated February 5, 1934, offered a different perspective on
the kyai. According to him, local officials' concerns about the kyai were
primarily based on personal sentiment.
He believed that KHA Ahmad Sanusi was undeniably
intelligent and possessed a high level of intelligence, making his fellow
commentators jealous. Furthermore, his courage and self-confidence had shaken
the standing of the Pakauman kyai and other ulama in the eyes of the public.
However, bringing the kyai back to the Sukabumi area
had to be done because his presence there would allow him to be held
accountable for all of All's activities. The government would then have a
strong reason to exile him from the area again. (44)
Kurang lebih tiga bulan kemudian, procureur generaal
mengirim surat ke Gubernur Jenderal yang isinya setuju dengan sebagian
pemikiran Gobee. Dia setuju KHA Ahmad Sanusi dikirim kembali ke Sukabumi
asalkan tetap dalam status tahanan.
Artinya ketentuan-ketentuan yang berlaku di Batavia
atas kyai itu tetap dipertahankan, hanya tempatnya saja yang dipindah, yaitu ke
kota Sukabumi. Hal ini juga berarti kyai itu tidak boleh kembali ke
pesantrennya di Kampung Genteng. (45)
Direktur Kehakiman menyatakan setuju dengan pendapat
procureur generaal. Persetujuan juga datang dari Raad van Indie. Atas dasar
surat-surat dan saran itulah, akhirnya Gubernur Jenderal mengeluarkan satu
keputusan untuk memindahkan penahanan KHA Ahmad Sanusi ke gemeente Sukabumi.
