sukabumiNews.net, PALABUHANRATU – The Sukabumi Regency Regional People's Representative Council (DPRD) held its 28th Plenary Session for 2025 Session in the Main Meeting Room of the DPRD, Palabuhan Ratu, Sukabumi Regency, on Monday (August 4, 2025).
The meeting was chaired by the Speaker of the Regional
People's Representative Council (DPRD), Budi Azhar Mutawali, accompanied by
Deputy Speaker I Yudha Sukmagara and Deputy Speaker III Ramzi Akbar Yusuf. Also
in attendance were the Regent of Sukabumi, Drs. H. Asep Japar, MM, DPRD
members, members of the Regional Leadership Communication Forum (Forkopimda),
heads of regional apparatuses, sub-district heads from across Sukabumi Regency,
and other invited guests.
Sukabumi Regent Asep Japar explained that the amendments
to the 2025 Regional Budget (APBD) were made due to dynamics that were
inconsistent with previous general policy assumptions.
"This is in accordance with Article 161 of
Government Regulation No. 12 of 2019 concerning Regional Financial Management,
which allows for budget changes in the event of revenue exceedances or
decreases, shifts in spending allocations, or emergency situations," he
said.
The Regent
continued, explaining that this APBD adjustment is based on the results of the
first semester evaluation of the 2025 APBD and takes into account macroeconomic
dynamics and changes in revenue, expenditure, and financing targets. These
changes refer to Regional Regulation Number 9 of 2024 concerning the 2025 APBD,
as well as the results of a joint agreement with the Regional People's
Representative Council (DPRD) through amendments to the General Budget Policy
(KUA) and the Temporary Budget Ceiling Priority (PPAS), which were approved on
July 21, 2025.
Meanwhile, the
Chairperson of the Sukabumi Regency DPRD, Budi Azhar Mutawali, stated that this
APBD amendment aims to adjust the existing budget structure, particularly for
priority programs that support the achievement of the vision and mission of the
Sukabumi Regent and Deputy Regent, as outlined in the RPJMD.
"Because this
year has been quite extraordinary, we see the importance of budget changes in
2025," Budi explained.
According to Budi,
many things need to be considered and prioritized. Most importantly, the DPRD
will collaborate with the local government on this budget amendment.
"Looking at the revenue structure, we will also see whether the 2025 targets can be achieved. We hope the regional government can increase both intensification and extensification, so that our original regional income can increase, and we can add programs that are truly for the welfare of the community," he concluded.
